The “Real Estate Agent Law” has passed the first reading in Moldova

What does the bill passed in the first reading provide?

• Agents will need to complete accredited courses and obtain a certificate of professional competence.
• Only authorized agents will be allowed to operate legally in the Republic of Moldova.
📌 2. Electronic register of real estate agents
• A national online register will be created, managed by the Agency for Geodesy, Cartography, and Cadastre.
• Clients will be able to check online if an agent or agency is authorized.
📌 3. Mandatory written contract
• Any real estate brokerage will require a written contract detailing:
• the services offered
• the commission charged
• the rights and obligations of the parties
📌 4. Strict advertising rules
• Misleading advertising will be prohibited.
• Agents must present accurate information about properties.
📌 5. Taxation and traceability
• Agents will be required to issue a fiscal receipt for their services.
• A real estate transaction register will be created with data about the property, price, and commission — publicly accessible.
📌 6. Fines and penalties
• Fines up to 20,000 MDL for individuals.
• Fines up to 40,000 MDL for companies.
• Activity may be suspended in case of serious violations.
